CHARLESTON, W.Va. (AP) ? A spokesman for the Boy Scouts of America says 3 Doors Down will be the headline act at the Scouts' National Jamboree concert this weekend.
Deron Smith told The Associated Press on Friday that the group will perform Saturday night at the Summit Bechtel Family National Scout Reserve in southern West Virginia.
The band replaces other acts that previously dropped out.
In March, Carly Rae Jepsen and Train canceled planned appearances at the Jamboree over the BSA's exclusion of gays. Months of divisive debate led to a vote by the BSA's National Council in May to allow gay boys to participate in Scouting while keeping a ban on gay adults. The policy change is effective next January.
The band's hits include "Kryptonite," ''When I'm Gone" and "Here Without You."

An aerial view shows the No.3 reactor building at Tokyo Electric Power Co. (TEPCO)'s tsunami-crippled Fukushima Daiichi nuclear power plant on Thursday.
By Antoni Slodkowski, Reuters
TOKYO -- Steam is rising from a destroyed building that houses a reactor at Japan's crippled Fukushima Daiichi nuclear power plant, the operator of the plant, Tokyo Electric Power Co, said on Thursday.
The utility, widely known as Tepco, said the levels of radioactivity around the plant had remained unchanged and it was still looking into what triggered the emission.
"We think it's possible that rain made its way through the reactor building and having fallen on the primary containment vessel, which is hot, evaporated creating steam," said Tepco spokeswoman Maymi Yoshida, adding it was still investigating the matter.
Each reactor is surrounded by a primary containment vessel. This is made of strengthened steel four to eight inches thick. It provides the most critical line of defense against leaking radiation from the reactor.
A massive earthquake and tsunami in 2011 killed nearly 20,000 people and set off the world's worst nuclear crisis in 25 years when the Fukushima plant was destroyed causing reactor meltdowns, hydrogen explosions and leaking radiation into the sea and air.
The steam rising from the reactor No.3 building was spotted at 8:20 a.m. local time (7:20 p.m. ET Wednesday) by a subcontractor who was filming the destroyed building and preparing to remove rubble from the site. It was still visible some two hours later, Yoshida said.
An earthquake, a tsunami, a nuclear meltdown -- residents of Japan's northeast coast suffered through three intertwined disasters after a massive 9.0 magnitude temblor struck off the coast on March 11, 2011.
The latest findings underscore the difficulties Tepco is facing in trying to keep the ravaged plant under control. About a week ago a huge spike in radioactive cesium was detected in groundwater 25 meters from the sea.
The operator has been flushing water over the damaged reactors to keep them cool for more than two years, but contaminated water has been building up at the rate of an Olympic-size swimming pool per week.
In April, Tepco warned it may run out of space to store the water and asked for approval to channel what it has described groundwater with low levels of radiation around the plant and to the sea through a "bypass". Local fishermen oppose the proposal.

If Prime Minister Shinzo Abe?s choice to visit voters on a sparsely populated island in the East China Sea on a campaign stop earlier this week is any indicator, it could be a long and tense summer for Japan?s already fractious relations with China.
?Today, we face continuing provocation to our country's territorial land, sea, and airspace," he told coast guard officers on the island of Ishigaki, located just 93 miles from the disputed Senkaku Islands, which are also claimed by China.
Though he was speaking to voters ahead of upper house elections this weekend ? which are expected to give the Japanese prime minister?s Liberal Democratic Party (LDP) control of both chambers of the Diet for the first time in six years ? Prime Minister Abe?s real audience was China.
?Abe's message to China is extremely clear in regard to Japan's determination not to yield to China on territorial disputes,? says Christopher Hughes, professor of international politics and Japanese studies at Warwick University in the UK.
RECOMMENDED: Think you know Japan? Take our quiz to find out.
Abe said the that repeated incursions by Chinese surveillance ships into waters near the islands ? known as the Diaoyu in China ? posed an ?extreme challenge? to Japan?s territorial security.
Later, Abe told voters from Ishigaki that he would make ?no compromise, not even a step? on the territorial issue.
Abe?s comments were a reminder that the perceived naval threat from China remains uppermost in his foreign policy thinking as China seeks to gain the upper hand by sending surveillance ships to the disputed area no fewer than 52 times in the past 10 months.
?Japan is keen not to militarize the dispute and is using the very substantial Japan Coast Guard as its first line of defense to ward off the Chinese presence," says Mr. Hughes. ?His visit to Ishigaki ? was a demonstration of Japan's resolve on the territorial issue. It was designed to send a message loud and clear to China about Japan's standing up for the defense of its claimed territory, even if it is doing so through the civilian coast guard.?
AWAY FROM THE ECONOMY
In recent days, Abe has broken off from his early focus on Abenomics ? his multifaceted prescription for Japan?s deflation ills ? to remind Beijing that it could soon be dealing with a less benign Japan.
Last month, Japan noted China?s ?dangerous? maritime activities as a threat to stability in its annual Defense white paper ? a reflection of Tokyo?s military shift from Russia in the North to China in the southwest.
Tensions between the two East Asian rivals reached a low point in September, when Japan?s then prime minister, Yoshihiko Noda, nationalized three of the islets that comprise the Senkaku chain, sparking violent protests in Chinese cities.
While armed conflict to secure rights to the Senkaku Islands? rich fishing grounds and potentially huge gas deposits is almost unthinkable, analysts have warned of the dire unintended consequences of an accident or military misstep.
COMING UP
The coming months could prove critical in determining the immediate future of relations between China and Japan, the world?s second- and third-biggest economies, with vitally important trade ties.
This week the Yomiuri Shimbun reported that Japan could nationalize hundreds of unclaimed remote islands in an attempt to shore up its territorial claims. If any island?s ownership is unclear, the government will give it an official name and nationalize it, the Yomiuri said.
The region is also waiting to see if Abe, a nationalist, will use his party?s expected election victory this weekend to kick-start his campaign to revise Japan?s pacifist Constitution and turn the self-defense forces into a regular army, complete with the legal authority to come to the aid of an ally even if Japan is not itself under attack.
There is a faint possibility, too, that Abe will choose to mark the Aug. 15, anniversary of Japan?s defeat in the Asia-Pacific War by paying an official visit to Yasukuni, a Shinto shrine in Tokyo that honors the country?s war dead, including several class-A war criminals. Abe has not commented on a possible visit, but is known to regret failing to pay homage at the shrine when he served as prime minister for a year in 2006.
This September, China is unlikely to allow the first anniversary of Japan?s purchase of the Senkaku Islands to pass unnoticed.
CAUTIOUS OPTIMISM
Despite the delicate diplomatic backdrop, there are reasons for cautious optimism, according to Tetsuo Kotani, a research fellow at the Japan Institute of International Affairs.
?Both Japan and China understand that they have to find common ground after September,? Mr. Kotani says. ?Their claims [over the Senkaku Islands] at completely at odds, so it will be hard to change their basic stance.?
One option, however, would be for Japan to end its insistence that there is no diplomatic case to answer over the islands, thereby allowing Tokyo to maintain its sovereignty claim and China to score a minor diplomatic victory.
Aides to Abe and his Chinese counterpart, Xi Jinping, are working furiously to arrange an informal meeting on the sidelines of the G20 summit in Russia in September in the hope that the two leaders can begin an overdue thaw, Kotani says.
?But Japan understands that this is not a good time to fundamentally change its relations with China or South Korea,? Kotani adds. ?The leaders of those countries face domestic challenges [notably cementing their new leaderships] over which Japan has very little influence. It would be better for Japan to adopt a wait-and-see approach.?
?EXACERBATED TENSIONS?
Professor Hughes agrees that political transition in Beijing has encouraged the regime to play up territorial and nationalist issues, but adds that Japan, too, has ?exacerbated tensions? under Abe.
While standing firm on the Senkaku Islands issue is understandable, Hughes says, the LDP?s obsession with historical revisionism, constitutional change, and other items on the Japanese nationalist wish list is ?simply worsening ties with China and South Korea, and is counterproductive for Japan's efforts to demonstrate its position as a leading international and liberal power in East Asia,? he says.
?Rather than moving to a brave new equilibrium, Japan just appears backward looking, obsessed with its past, and incapable of leading the region forwards.?
There appears to be little prospect, though, of a lull in the diplomatic tit-for-tat between now and September.
On Thursday, Chinese media accused Abe of playing the ?China threat? card in an attempt to pick up extra votes on Sunday.
The People?s Daily, the newspaper of the ruling Chinese Communist Party, accused Abe of using the Senkaku dispute to rearm Japan. ?The aim is to create tension and provoke incidents; to push Japan?s military development,? it said.
FENCE MENDING
Still, Hughes believes that Abe, who after Sunday will not have to face an election for another three years, may yet build on attempts to mend fences with China and South Korea, having recently sent envoys to Beijing and Seoul.
?One hope might be that when he wins the upper house elections, that will give him a sufficient mandate and domestic breathing space to appeal less to certain elements of the electorate and his party by looking tough, and instead start talking to China,? he said.
?However, another thesis is that Abe will simply become more emboldened to focus on his real political agenda, which is not so much Abenomics, but his pet projects on revisionism and military strengthening.?

AKRON, Ohio, (July 18, 2013) GOJO Industries, a leader in hand hygiene and skin health and inventors of PURELL Hand Sanitizer, conducted an independent research study at the John Peter Smith Hospital in Fort Worth, Texas to determine the impact on hand hygiene compliance rates when the hospital hand hygiene program included an electronic compliance activity monitoring system. The compliance technology system used in the study was the GOJO SMARTLINK Activity Monitoring System.
Results of the study were presented at the APIC 2013 Conference. The authors concluded that during the study period of June to September 2012, there was a 92 percent increase in hand hygiene compliance rates (from 16.5 percent at baseline to 31.7 percent) when an electronic monitoring system was included in a hand hygiene program. During the post-study period the rate decreased to 25.8 percent still significantly above baseline.
"Through the study, we found that implementation of an electronic hand hygiene compliance monitoring system as part of a clinical hand hygiene program can significantly increase hand hygiene compliance," said Sarah Edmonds, GOJO scientist and lead author of the study. "We also are aware that additional data is needed to better understand the impact of electronic compliance monitoring programs on clinical outcomes, such as infection rates."
During the study, the GOJO SMARTLINK Activity Monitoring System was installed to monitor all patient room entries and exits and all hand hygiene events from GOJO touch-free soap or PURELL hand sanitizer dispensers. Compliance was measured as number of events in contrast to number of opportunities, and included the entire community, not only healthcare workers. The study duration was three months during which a comprehensive hand hygiene program for healthcare workers, patient and visitors was implemented. Additional education was established including the development of a hand hygiene improvement goal, leadership support and feedback opportunities for the staff.
Other products reviewed at APIC included i-Scrub, a free application for Apple devices used to electronically collect observed hand hygiene events and SMARTWATCH, a free web-based tool that allows users to automatically upload, visualize and analyze their data straight from i-Scrub.
"SMARTWATCH was developed by the University of Iowa Computational and Epidemiology department with support from GOJO," said Rich Clark, Operations Director, GOJO Compliance Business. "SMARTWATCH is a huge time-saver. It automatically collects and organizes observational data which allows infection preventionists to spend time coaching their staff rather than manually creating spreadsheets and reports."
Hand hygiene is the most important intervention for preventing the spread of disease. Use of electronic monitoring can be a valuable tool for educating healthcare workers on their hand hygiene performance, and tracking hand hygiene performance improvements. GOJO Industries has installed SMARTLINK Activity Monitoring System at Texas Scottish Rite Hospital, JPS Health Network and many other hospital systems and is actively preparing for compliance installation at other hospital systems throughout the country. Through the SMARTLINK systems installed at hospitals, GOJO is approaching two million hand hygiene events recorded, which is based on the average rate of events recorded every five seconds.

(Reuters) - IBM raised its full-year outlook on Wednesday based on cost cutting and a strong software pipeline.
International Business Machine Corp beat second-quarter earnings estimates thanks to growth in its mainframe and software units, but missed on revenue.
"In the first half, we've had strength in Latin America and the Middle East and Africa region, but declines in some of our larger markets like China and Australia have impacted the overall performance," Chief Financial Officer Mark Loughridge said on a call with analysts.
"As we look at the second half," he said, "we have some very, very distinct tailwinds."
He added IBM had the best services backlog growth in four years and a very strong software pipeline going into the second half.
The company's shares, which had been up after-hours nearly 3 percent, gave about half of that back to end all of Wednesday's New York trade up 1.25 percent at $197.01.
IBM said that excluding a $1 billion (657 million pounds) restructuring charge related to job cuts, it raised its non-GAAP earnings per share expectations for this year by 20 cents to at least $16.90.
The cuts were taken mainly outside of the United States, a spokesman said, adding about 60 percent were from IBM's services division and 20 percent each from its hardware and software segments.
IBM also said that a "substantial second-half gain" it was expecting from a divestiture in its previous EPS outlook "will not likely be achieved" by the end of 2013.
Loughridge did not give details apart from saying that the company was still in active discussions and that it would not sell too low or rush into a sale.
Nevertheless, he said, "fundamentally, whether we close a large divestiture this year or not, we'll not have any effect on our ability to achieve our 2015 objective of at least $20 per share on an all-in basis".
Earlier in the year news of talks between IBM and Lenovo over the sale of IBM's System X server business surfaced but were not confirmed by the companies.
Brian Marshall, an analyst at ISI Group, said the sale "is perhaps the last significant opportunity to optimize gross margins of the IBM product portfolio".
He estimated it could fetch $2 billion to $3 billion in a sale.
Total operating non-GAAP gross profit margin was 49.7 percent in the 2013 second quarter compared with 48.2 percent a year earlier.
The Armonk, N.Y.-based company said its quarterly non-GAAP income rose 3 percent, excluding a $1 billion restructuring charge, to $4.3 billion, or $3.91 a share, compared with $3.51 a year ago and analyst estimates of $3.77 a share, according to Thomson Reuters I/B/E/S.
On a GAAP basis, earnings per share were $2.91, down 13 percent; net income was $3.2 billion, down 17 percent.
Revenue dropped 3 percent to $24.9 billion below average analyst expectations of $25.4 billion.
Adjusted for currency, software revenue was up 5 percent and its mainframe revenue rose 11 percent in the quarter. Currency negatively impacted overall revenue growth by about $500 million.
Loughridge said he expected a continued negative impact from currency through the year.
Several brokerages had cut their price targets for IBM in the past weeks on concerns over revenue growth and recent weaker performance by competitors Oracle and Accenture.
Analysts said the results were better than expected, especially after IBM posted a rare miss in its first quarter.
"After a first half that showed muted demand at best, you have a 20 cent raise excluding the workforce rebalancing, what is implied you are going to have strength in the higher margin software and services," said Edward Jones tech analyst Josh Olson.
Andrew Bartels, an analyst at Forrester Research, said IBM's strength in software demonstrated that its "strategic shift to focus on software is paying dividends".
"For the broader tech market perspective, software overall will continue to be one of the strongest tech segments in 2013," he added.

Highlights:
All corners of Colorado?s housing market enjoyed a robust second quarter, from the Denver area to the mountains, to agricultural rural pockets, according to a report released today by the Colorado Association of Realtors.
?Overall the picture for housing in Colorado is quite good with increased numbers of sales, higher median sales prices, and less time on the market ? regardless of which part of the market you consider,? according to the report.
?Lender-mediated sales as a percentage of overall sales declined in every area indicating further strengthening and stabilizing of the housing market,? the report continued.
Good Times
The CAR expects the good times to continue
?With higher prices comes some decline in affordability and with small inventories in most regions, competition for the best properties will likely continue,? according to the report.
Sales of single-family homes, condominiums and townhouses increased 16 percent in Colorado in the second quarter compared with the second quarter of 2012, according to the Quarterly Market Statistical Report released today by the CAR.
Here are some of its findings:
?These figures are very encouraging, continuing trends we reported last quarter and in some instances showing even stronger improvement in our regional markets,? said CAR spokesperson, Karen Levine.
?Beginning this quarter we are able to report results separately for single-family and townhouses-condos. Drilling down even further on the statistics and market intricacies will help consumers better understand market trends and assist our Realtor members in serving both sellers and buyers successfully,? Levine continued. ?In both categories we are seeing more sales, increased median pricing and fewer days on the market.?
Meanwhile, sales of lender-mediated properties (properties owned by banks and other mortgage lenders) declined strongly as a percent of all sales, adding to the sense of recovery.?All regions of the state saw declines with the metro and mountain regions experiencing the largest drops, quarter to quarter.
Affordability
The CAR Housing Affordability Index, a newer statistical measure for Colorado?s housing market, showed declines in all areas of the state for both single-family and townhouse-condo listings.
This pattern should be expected as housing prices move up unless personal income increases at a comparable rate.
An index of 120 means the median household income in that area was 120 percent of what is necessary to qualify for the median-priced home under prevailing interest rates.
A higher number is usually interpreted as greater housing affordability. Higher values generally benefit buyers whereas lower values help sellers.
The greatest affordability during the second quarter of 2013 was in the townhouse-condo market in the Northwest Region, with an index number of 220. In comparison, the rates in the Mountain Region were 91 for single-family homes and 107 for townhouses-condos, the lowest readings for the quarter.
In addition to cumulative statewide statistics, CAR has released six regional reports:? Metro Denver Region
Sales of single-family homes in this region rose a modest 3 percent while townhouse-condo sales increased by more than 20 percent. The median sales price jumped 9 percent for single-family to $284,000 and nearly 13 percent to almost $164,000 for townhouses-condos.
One of the consequences of improved prices is that the Affordability Index for Metro Denver has dropped steadily during 2012 and into the second quarter 2013. By this measure alone, condos are significantly more affordable in the Metro area than single-family homes. This area of the state sees the fewest days on the market (45 for each kind of property) and experienced the largest drop in this measure quarter to quarter. The quarter closed with 12,450 active listings representing slightly less than a three-month supply.
Mountain Region (Garfield, Grand, Gunnison, Jackson, Pitkin, Routt, San Miguel and Summit counties.)
The number of new single-family listings increased 6 percent, while townhouse-condo new listings declined by 1 percent.
Sales increased for townhouses-condos by 7 percent and fell 1 percent for single-family homes.
The median sales price rose 14 percent to $397,000 for single-family and 12 percent to $334,250 for townhouses-condos in this region, which includes Colorado?s ski resort communities.
With just under 3,800 active listings, this region has approximately 13 months? supply of inventory which, in these areas of the state, is not unusual.
Lender-mediated property sales as a proportion of all sales declined significantly to 16 percent. Days on the market dropped more than 10 percent for single-family properties to 154, but rose 4 percent to 175 for townhouses-condos.
Northeast Region (Boulder, Larimer, Logan, Morgan, Weld counties)
This region of Colorado continues to see double-digit growth in new listings , up 15 percent, while sales were up 16 percent.
The median sales price rose 6 percent.
Both the quarterly and year to date new listings of single-family homes matched the rate of growth for townhouses-condos.
The number of townhouse-condo sales increased slightly more than single-family though the median price increase was significantly greater for single-family (9 percent versus 4 percent). Days on the market are identical at 81, an average 25 percent drop over the same quarter last year. The region had nearly ,6000 homes available at the end of the quarter, representing a 4-5 month supply.
Northwest Region (Delta, Hinsdale, Mesa, Moffat, Montrose, Pitkin, Rio Blanca counties.)
This region had a sixth consecutive quarter of increased new listings, up 14 percent compared to the second quarter of 2012 attributable entirely to an increase in single-family listings as townhouse-condo listings remained flat.
Single-family sales rose by 6 percent and the median price on those homes increased 3 percent to $175,000. The townhouse-condo market did not fare as well on sales, as they were down 11 percent. The median price, on the 66 properties sold, however, rose 12 percent to $141,225 compared to the same quarter last year.
This area of the state experienced another large drop in lender-mediated sales, down 27 percent and enjoyed the highest Affordability Index at 222 for townhouses-condos.
Southeast Region (Baca, Chaffee, Crowley, Custer, El Paso, Freemont, Huerfano, Las Animas, Otero, Pueblo and Teller counties)
Southeast Colorado home sales increased 19 percent to 4,346 during the second quarter of 2013 compared to 2012. New listings increased by 17 percent and the median price rose 7 percent.
New listings of townhouses and condos outpaced single-family homes, 30 percent versus 16 percent, as did sales, which rose by 33 percent, compared with 18 percent.
The median price for single-family homes rose to $200,000 and for townhouses-condos, to $136,000.
Days on the market are among the best in the state with drops of 16 percent to 84 days for single-family homes and 23 percent to 72 days for townhouses-condos. There were about 8,400 properties available in this region at the end of the quarter representing a seven-month supply.
Southwest Region (Alamosa, Archuleta, Conejos, Costilla, Dolores, Hinsdale, La Plata, Mineral, Montezuma, Saguache and San Juan counties.)
The Southwest Region experienced the largest increase in the state for sales , rising 22 percent rise, while the median price of a home rose 22 percent. There were 562 properties sold during the second quarter.
Though the number of townhouse-condo sales increased more significantly than single-family homes quarter to quarter, the median price for those properties actually declined 13 percent to $178,300.
The single-family home sales, which represented 85 percent of the quarterly sales, increased in median value by 30 percent to $249,500.
Days on the market dropped for single-family homes by 10 percent and rose 2 percent for townhomes and condos.
With more than 2,500 properties available at the end of the quarter, there are sufficient single-family listings to last 16 months and townhouse-condo listings to last 12 months.

Recent college graduates should consider Omaha as one of the top 10 cities to ply their trade, according to a recent study compiled by MSNBC.
The news outlet's report uses information from several sources, including the U.S. Department of Labor, the American Community Survey, Forbes, rentjungle.com and nerdwallet.com.
The report looked at which cities are actually creating jobs, which cities are relatively affordable on a post-college budget, and which cities have a vibrant population of 20-somethings for graduates fresh out of college.
"The average debt package for the Class of 2013 clocks in at just over $35K," Michaela Gianott said in the report's introduction. "Pair that with the fact that nearly half of recent graduates are underemployed, and you've got yourself a reason to soak in your bathtub all day, vowing to stay inside until all this crap is magically over. While it's no shocker that things are rough out there for recent grads, there are cities that provide more opportunities for young professionals than others."
Omaha clocked in at the ninth best city for new grads, just ahead of Minneapolis and behind Raleigh, N.C. The average salary for a recent grad in Omaha ? $27,000 per year ? trails other cities in the top 10. But the report notes the cost of living in Nebraska's largest city is 9 percent below the national average.
Other reasons for new grads to choose Omaha, according to the report: 3.7 percent unemployment rate; 2.9 percent annual job growth; and average monthly rent of $688. Only Raleigh had a lower average rent at $646.
The report noted that Houston is creating more jobs than any other major U.S. city; Portland has the more breweries than any other city in the world; Seattle has the highest percentage of college grads in the U.S.; and the Minneapolis/St. Paul area is considered one of the most bike-friendly cities in the nation.
The list of the top 10 cities for college graduates:
? 1. Houston
? 2. Boston
? 3. Austin, Texas
? 4. Seattle
? 5. Washington D.C.
? 6. Denver
? 7. Portland, Ore.
? 8. Raleigh, N.C.
? 9. Omaha
? 10. Minneapolis

BRASILIA (Reuters) - Brazilian President Dilma Rousseff vowed on Wednesday that her government will not spend beyond its means, rejecting the temptation of increasing outlays to improve public services in the wake of an outburst of national discontent last month.
In one of the most delicate moments of her presidency, Rousseff said her Workers Party government remained committed to the fiscal responsibility needed to curb high inflation and keep public finances in order.
Massive street protests against Brazil's poor public transport, health and education services in June undermined Rousseff's popularity and raised pressure on her government to increase spending ahead of next year's elections.
"Our pact for fiscal stability and inflation control limits any temptation for fiscal populism," Rousseff said in a speech to an advisory group of ministers and business leaders.
"The principal is that we can only spend what we have, so we don't compromise our fiscal balance."
Rousseff plans to freeze some budgeted spending to regain the confidence of investors worried that spending is out of control, even as politicians within her ruling coalition are calling on her to spend more to fix dilapidated hospitals and schools.
However, many investors still doubt Rousseff can tighten the reins on spending because her initial response to the demonstrations was to promise billions of dollars in fresh money to upgrade deficient urban transport.
A presidential vote next year will also add spending pressure on Rousseff, who has seen her re-election chances drop sharply in the aftermath of the protests, recent polls showed.
Voting intentions for Rousseff, who is widely expected to run for re-election, dropped to 33.4 percent from 54.2 percent before the protests, according to a survey by MDA Pesquisa released on Tuesday.
The Rousseff administration has relaxed fiscal rules and bolstered its fiscal accounts with cash transfers to the Treasury, such as bringing forward dividend payments from state-owned companies. The creative accounting was criticized for its lack of transparency.
Higher public spending tends to fuel inflation and add to the country's debt burden.
Rousseff said on Wednesday that inflation will decline and end the year within the official target of between 2.5 percent and 6.5 percent. Annual inflation climbed to a 20-month high of 6.70 percent in June.
"Inflation in Brazil has been falling consistently in the last few months," said Rousseff, adding that inflation in July should be near zero. "We are certain that inflation will end the year within the target."

Scientists have confirmed that the hardy, Indo-Pacific fish that has invaded waters?off?the US East Coast and the Caribbean?is now living deep in the Atlantic, possibly imperiling smaller fish there.
By Elizabeth Barber,?Contributor / July 12, 2013
EnlargeAn expedition down to the Atlantic depths has confirmed for the first time that the lionfish, an invasive species, is living there. The expedition verifies anecdotal evidence that the predatory animal is eluding eradication and imperiling native fish.

Last month, the first expedition to send a deep-diving submersible down to investigate the Atlantic Ocean lionfish invasion found at 300 feet deep large populations of the predatory fish. Scientists believe that native fish are becoming lionfish prey, as the lionfish hunts any fish smaller than it, and are also losing out against the foreign fish in the competition for food.
?This data has confirmed for us that we have a problem there,? said Stephanie Green, lead scientist on the project and a postdoctoral associate at Oregon State University?s Hixon Lab, noting that researchers are still investigating the exact scale of the issue. ?This is the first time we?ve had a look at what the problem is in deep depths ? it?s the next frontier in this study.?
Scientists have traced the lionfish, native to the Indo-Pacific and the first exotic fish to invade the Caribbean, to the aquarium trade between oceans in the 1980s. The fish were likely released into the ocean near southern Florida.?
?Genetic work has showed that the whole invasion began from a few releases,? said Dr. Green.
Divers have been relatively successful at removing lionfish from Florida?s shallow coral reefs, and there have been various efforts in the region to drive up dinner-table demand for the fish. The Reef Environmental Education Foundation Fund sells a cookbook devoted to lionfish recipes, as well as a list of local restaurants that serve lionfish. Conferences on the invasive species have ended with tastings of lionfish cuisine.
But deep-sea dives to the depths that the lionfish has now claimed are not possible, and humans have not been able to remove them. That raises concern that the fish might use the deep sea as a base from which to retake the shallower water.
?There?s some concern that the lionfish might be using a deep-sea refuge,? said Green, noting that further study is needed to confirm that hypothesis.
The effect of the lionfish, a venomous fish that plumes like a Japanese fan, is well known in the shallower Atlantic, but its impact on the deep sea is less well understood. The animal is what is known as a gape-limited predator, which means that the fish is limited in food consumption by the size of its mouths. The fish, growing up to 47 cm in length, can consume prey up to half its size, which puts about 70 percent of the fish population within their gulp. Studies have shown that at least 40 species of fish have dropped in number since the lionfish was introduced to their Atlantic environment, Green said.
?There is strong evidence that the lionfish is having negative effects on the native population,? she said. ?We don?t see any signal that anything is controlling lionfish population.?
As big fish tend to live longer, the lionfish also reproduce more efficiently than do smaller fish: One female lionfish can spawn some 2 million eggs per year; the eggs are bundled in gelatinous blobs of some 12,000 to 15,000 eggs and distributed throughout the ocean. That means that the invasive lionfish population has grown in a disproportionate number relative to native fish deep in the Atlantic.
And a separate study released this week from UNC Chapel Hill also suggested that a lack of native predators in the Atlantic has further boosted the lionfish?s disproportionate growth: Nothing is down there to eat them.
Researchers are now investigating possible solutions to the lionfish problem, including creating deep-sea traps that could nab the large fish, said Green. Scientists are also hoping to catch one of the fish ? using mounted suction cups ? in the deep environment to better understand the changing ecosystem there.
