Italy's new leader promises to ease taxes

ROME (AP) ? Italy's new premier on Monday made immediate concessions to his uneasy coalition allies, promising to ease part of a slate of austerity measures that have weighed on Italians impatient at the slow pace of economic recovery.

While pledging the country will do what the eurozone wants to improve its public finances and debt problem, the center-left leader had to placate his tense two-day-old coalition, including former premier Silvio Berlusconi's conservatives, whose support he needs for confirmation votes in Parliament.

Bending in part to a key Berlusconi campaign promise, Letta said his government will immediately suspend an unpopular tax on primary residences due in June and make it fairer to less affluent taxpayers. He also pledged not to raise the sales tax and to reduce some payroll taxes.

"Reducing taxes is a priority," Letta said, promising he would "pinpoint a strategy to revive growth without interfering with the process to heal finances."

The European Union has insisted on rigorous austerity to heal Italy's finances, but the public's patience has been tried by spending cuts and higher taxes. Voters across the continent have been rebelling against governments that have imposed such measures.

While Letta stressed the urgency of reducing the tax burden on homeowners, consumers and businesses, he didn't say how he planned to make up for the reduced revenues. He might have to resort to more spending cuts, which could ultimately sharpen an already harsh part of the austerity agendas.

Markets appeared pleased over Letta's brand new government. Italy's stock market was trading up some 2.2 percent at the market's close, while the country's borrowing costs on its 10-year bonds dropped below 4 percent for the first time since 2010.

Letta's government must be confirmed Tuesday in the Senate. The failure of Letta's party to win both chambers in the February election left the nation in political paralysis until he agreed to a deal on Saturday with Berlusconi.

Berlusconi had demanded that the new government honor his No. 1 campaign promise to voters ? abolishing the property tax on primary residences and refunding what Italians paid in the tax last year. Letta didn't say if last year's property tax payments would be refunded, but a top Berlusconi aide immediately shouted victory and insisted it would be.

"If Letta wants the PDL votes, this is the condition posed in a coalition government," an exultant Brunetta told state TV, referring to the initials of Berlusconi's party.

Standard & Poor's rating services said that it wasn't clear yet whether the government can put growth reforms in place, but said Letta's initial comments "suggest an intention to slow, but not to reverse" the pace of austerity.

Intent on reassuring eurozone governments and European Union officials that despite his demanding coalition partners, Italy's would stay the course of economic reform, Letta will soon visit major European capitals. He begins in Berlin on Tuesday, assuming his government wins the Senate confidence vote.

He'll also visit Paris and Brussels to give, as he put it, a "sign that this is a European and a pro-Europe government."

He vowed to keep the sales tax from rising to 22 percent from 21 percent in July, as predecessor Mario Monti's government had planned. Italy's business sector is worried the higher tax would discourage consumers from buying everything from washing machines to new clothing.

The new premier also pledged to reduce payroll taxes for businesses hiring the young or those currently on temporary work contracts.

Italy's central bank said Monday that Italian companies were suffering ever more as loans dry up, with banks reluctant to make risky deals.

Italians are impatient after 18 months of austerity budget, pension reform and new taxes under Monti to see jobs return and the small and medium firms that power the economy bounce back. Letta denounced the "anger and conflict" that the five-year economic slump has triggered.

On Sunday, an unemployed man shot and wounded two police officers Sunday in a crowded square outside the prime minister's office at the same time the government was being sworn in elsewhere in the capital.

The premier indicated his impatience with the political class' failure to enact reforms. He indicated that he would give this legislature 18 months to make serious inroads or he might throw in the towel. However, virtually nobody expects the new government to last anywhere near Parliament's five-year term.

Have no fear, there is plenty of great talent remaining on day two. Expect a large run on quarterbacks, wide receivers, tight ends, and defensive backs during the second- and third-rounds. There?s a variety of reasons the prospects listed below missed out on the first-round. Some possibly due to medicals (Brown, Carradine), others a poor pre-draft process (Allen, Lacy), and finally, a few specialize in a certain role (Washington, Rambo).

I have not included quarterbacks, but you can find my full list here. I?ve narrowed the evaluation of each of these prospects down to what truly matters: where they can help the team that drafts them. Next to each name is where they ranked on my pre-draft top 151.

1. LB Arthur Brown, Kansas State (8)

Where he wins: Instinctive, quick, and physical for his size. Believe he could play inside in any scheme but could thrive on the weakside. Doesn?t shy away from contact but also has the speed to beat ball carriers to the edge or stick with his assignment in coverage.

2. DE Cornellius Carradine, FSU (10)

Where he wins: Explosive off the snap and follows it up with strong hand use to keep separation or disengage. Plays with leverage to drive opposition back if need be or keeps his position to set the edge as a run defender.

3. S Johnathan Cyprien, FIU (19)

Where he wins: AN aggressive, physical player with enough mobility, awareness, and range to play the safety spots interchangeably. Sure tackler with aggression to make a play on ball carriers or when blitzing. Experience in the slot.

4. CB Jamar Taylor, Boise State (20)

Where he wins: Adept in press of off coverages. Very good at getting physical at the catch point to disrupt the receiver. Fluid hips and smooth turns with footwork to stick with vertical or breaking receivers. Comes up to set the edge, forcing running back inside.

5. DT Jesse Williams, Alabama (23)

Where he wins: Experience at nose tackle and as a five technique end. Strong upper body to absorb and hold an anchor. Shows power in hands to shed or extend and press the pocket from the interior at times.

6. G Larry Warford, Kentucky (24)

Where he wins: A punishing, powerful blocker with a strong grip to control his opponent. Flashes proper posture but can win with brute strength and athleticism for his size when things break down. Projects to a power running team.

7. S D.J. Swearinger, South Carolina (27)

Where he wins: Big hitter that can set the tone for a defense. Interchangeable safety in the back half. Showed well at cornerback when asked to play the position, but natural fit at safety. Feisty, downhill player.

8. WR Keenan Allen, Cal (29)

Where he wins: Reliability in his ability to create separation and hands at the catch point. Breaks and cuts are crisp and exaggerated, consistently opening up space. Can make an impact at every level of the field.

9. WR Quinton Patton, Louisiana Tech (30)

Where he wins: Extremely fluid and smooth in his routes. Sets up opposing cornerback with head fakes and cuts. Reliable hands and adjusts body positioning after tracking to come down with difficult catches. Burns opposition vertically when speed isn?t respected.

10. WR Markus Wheaton, Oregon State (31)

Where he wins: Consistently took the top off coverages with excellent straight-line playing speed. Don?t overlook his ability to break off rights and his acceleration to take a short route to the house. Does very well to sustain the separation he created off the line or in routes, but frequently underthrown.

11. CB Johnthan Banks, Mississippi State (33)

Where he wins: Played a lot of cover 3 and not afraid to cut off his line and take a chance on underneath targets. His risks tend to pay off. Height and willingness to go up and get it allows him to win at the catch point. Not shy against contact.

12. T Terron Armstead, Arkansas-Pine Bluff (34)

Where he wins: Extremely fluid mover when asked to work in space, lead block, and hit second level targets. Athletic feet to mirror laterally, bend at the knee, anchor and redirect. Showed same kind of skill against top competition as he did versus FCS.

13. DT Johnathan Hankins, Ohio State (35)

Where he wins: Flashes winning in a variety of ways, specifically with strength to shed, power to drive, or quickness to shoot gaps. Runs the line well for his size and could see snaps all along the defensive line.

14. ILB Kevin Minter, LSU (38)

Where he wins: Hammer between the tackles. Uses strong hands to jolt second level blockers and stop momentum. Consistently sheds after stacking to make tackles. Tight lines and ability to work through trash helps him reach edge plays.

15. TE Travis Kelce, Cincinnati (39)

Where he wins: Projects well as an inline tight end due to skillful blocking and size but has experience as an H-back and slot option. Shields the ball from closing defenders and flashes nice agility for his size, especially when asked to get downfield.

16. DE Damontre Moore, Texas A&M (40)

Where he wins: Experience as a rush linebacker and as an end in a four man front. Motor to continue his pass rushing line while flashing separation or to chase down plays from the back side. Generates production when asked to loop inside.

17. WR Robert Woods, USC (41)

Where he wins: Dynamic slot player who is very adept on short to intermediate patterns. Quick feet in and out of breaks with good body control to adjust to targets. Plays with low pad level in his routes to minimize target area for contact at the line.

18. RB Eddie Lacy, Alabama (44)

Where he wins: Strong lower body runner who always falls forward on contact. Allows blocks to develop but tough to slow down once up to full speed. Underrated passing down back, willing pass protector and adequate receiver.

19. WR Stedman Bailey, WVU (46)

Where he wins: Effortlessly adjusts to throws, either in the open field or in the end zone, with good body control. Hands catcher who doesn?t lose speed on his turns. Nice vision after the catch to cut off blocks and find the open field.

20. S Bacarri Rambo, Georgia (47)

Where he wins: Center field type safety who tracks the ball well with angles to disrupt the catch point. Shows enough tackling ability to be a reliable last line of defense. Great ball skills and shows a physical side closing downhill versus receivers.

China calls Japan-U.S. island drill "provocative"

BEIJING (Reuters) - China said on Wednesday that "provocative actions" would not sway it from defending its territory, after Japan confirmed it would conduct military drills with the United States amid tension between Beijing and Tokyo over disputed islands.

Japan said on Tuesday that the joint drill, scheduled for June off California, involved the recapture of an isolated island but was not aimed at scenarios involving a specific country, Japan's Kyodo news agency reported.

China's Foreign Ministry spokeswoman, Hua Chunying, said "foreign pressure" could not sway China from protecting its territorial sovereignty in the East China Sea.

"For any related provocative actions, the Chinese government will maintain a resolute response," Hua told reporters at a regular news briefing when asked about the drills.

"We have always upheld the same stance on issues related to the Diaoyu Islands: to appropriately solve, manage and control the relevant issues through bilateral dialogue and negotiations."

Beijing and Tokyo have both protested over an incident on Tuesday in which Chinese patrol vessels played cat-and-mouse with a flotilla of Japanese nationalists near the uninhabited islands, known as the Senkaku in Japan and the Diaoyu in China.

The Japanese government bought the islands near rich fishing grounds and potentially lucrative maritime gas fields from a private Japanese owner last year, sparking sometimes-violent anti-Japanese protests across China.

The issue has brought Chinese-Japanese relations to their lowest point since normalization of relations more than 40 years ago.

China also chastised Japan for Tuesday's visits by at least 168 lawmakers to Tokyo's Yasukuni Shrine, which honors 14 leaders convicted as war criminals by an Allied tribunal along with Japan's war dead.

The pilgrimage came after Prime Minister Shinzo Abe made an offering and Deputy Prime Minister Taro Aso and two other ministers visited Yasukuni over the weekend.

Homage paid by leading Japanese politicians at the Tokyo shrine typically angers Japan's neighbors, who contend that it glorifies wartime aggression.

U.S. Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey told reporters in Beijing on Wednesday on the last day of his trip to China that he had reminded Chinese officials of U.S. obligations to Japan.

"Our position is that we don't take a position on territorial issues. In the case of Japan in particular, however, I was careful to remind them that we do have certain treaty obligations with Japan that we would honor," he said.

The U.S.-Japan security treaty commits the United States to intervene in defense of Japan if there is an attack on Japanese-administered territory.

The last time we saw new members of the Asha family they eschewed the usual QWERTY keyboard, opting instead for a full touchscreen. The newly announced (and previously teased) Asha 210, however, returns to the more tactile input method, and brings a healthy splash of color (five different ones, to be precise) plus a dual-SIM option along for the ride. As before, social networks feature heavily, but the focus clearly remains on low-end and developing markets. We know Nokia can do budget (and do it well), but is a full keyboard, a design update, and a dedicated WhatsApp button (all costing $72 SIM-free, excluding taxes when it lands late Q2) enough to make it appeal to anyone beyond the entry-level social addicts? Nokia was kind enough to show us the devices first hand, so head on past the break to see if we thought so.

Afghan quake, floods kills at least 33

JALALABAD, Afghanistan (Reuters) - An earthquake in Afghanistan's east and flash floods in the north killed at least 33 people on Wednesday as hundreds of traditional mud-brick homes collapsed, officials said.

The 5.7 magnitude quake, which hit before 2 p.m. (0930 GMT) was felt as far away as the Indian capital New Delhi and was the latest in a spate of tremors to shake Asia this month.

The quake was 65 km (40 miles) deep with an epicenter 11 km (seven miles) from Mehtar Lam, capital of the eastern province of Laghman, according to the U.S. Geological Survey.

At least 18 people were killed in adjacent Nangarhar and Kunar provinces and the death toll was expected to rise, a spokesman for the Afghan Red Crescent Society said. Some 70 people were injured in Nangarhar alone.

Hundreds of homes collapsed across Kunar and Nangarhar.

Wednesday saw steady rain across most of Afghanistan, which would have weakened the mud-brick dwellings many Afghans live in, according to the National Disaster Management Authority.

The agency did not yet have its own casualty figures.

Rain also caused flash-flooding in the northern province of Balkh earlier on Wednesday, killing 15 people, provincial council member Fazel Hadidi said.

Buildings swayed in New Delhi and panicky people ran into the street in the disputed northern region of Kashmir, where an quake killed about 75,000 people in 2005, most on the Pakistan side. Wednesday's quake was also felt in the Pakistani capital Islamabad.

Last week, a 6.6 magnitude earthquake killed nearly 200 people in southwest China, a few days after another powerful tremor killed 35 people in Pakistan near the border with Iran.

Drinking one 12-ounce sugar-sweetened soft drink a day can increase the risk of type 2 diabetes by 22 percent, study suggests

Apr. 24, 2013 ? Drinking one (or one extra)* 12oz serving size of sugar-sweetened soft drink a day can be enough to increase the risk of developing type 2 diabetes by 22%, a new study suggests. The research is published in Diabetologia (the journal of the European Association for the Study of Diabetes) and comes from data in the InterAct consortium**.

The research is by Dr Dora Romaguera, Dr Petra Wark and Dr Teresa Norat, Imperial College London, UK, and colleagues.

Since most research in this area has been conducted in North American populations, the authors wanted to establish if a link between sweet beverage consumption and type 2 diabetes existed in Europe. They used data on consumption of juices and nectars, sugar-sweetened soft drinks and artificially sweetened soft drinks collected across eight European cohorts participating in the European Prospective Investigation into Cancer and Nutrition (EPIC study; UK, Germany, Denmark, Italy, Spain, Sweden, France, Italy, Netherlands)***, covering some 350,000 participants.

As part of the InterAct project, the researchers did a study which included 12,403 type 2 diabetes cases and a random sub-cohort of 16,154 identified within EPIC. The researchers found that, after adjusting for confounding factors, consumption of one 12oz (336ml) serving size of sugar-sweetened soft drink per day increased the risk of type 2 diabetes by 22%. This increased risk fell slightly to 18% when total energy intake and body-mass index (BMI) were accounted for**** (both factors that are thought to mediate the association between sugar-sweetened soft drink consumption and diabetes incidence). This could indicate that the effect of sugar-sweetened soft drink on diabetes goes beyond its effect on body weight.

The authors also observed a statistically significant increase in type 2 diabetes incidence related to artificially sweetened soft drink consumption, however this significant association disappeared after taking into account the BMI of participants; this probably indicates that the association was not causal but driven by the weight of participants (i.e. participants with a higher body weight tend to report higher consumption of artificially sweetened drinks, and are also more likely to develop diabetes). Pure fruit juice and nectar***** consumption was not significantly associated with diabetes incidence, however it was not possible using the data available to study separately the effect of 100% pure juices from those with added sugars.

The authors say the increased risk of diabetes among sugar-sweetened soft drink consumers in Europe is similar to that found in a meta-analysis of previous studies conducted mostly in North America (that found a 25% increased risk of type 2 diabetes associated with one 12 oz daily increment of sugar-sweetened beverage consumption).

Dr Romaguera concludes: "Given the increase in sweet beverage consumption in Europe, clear messages on the unhealthy effect of these drinks should be given to the population."

*The increased risk of 22% is for each extra 12oz sugar sweetened drink, so would apply to someone who had 1 drink versus someone who had 0, or someone who had 2 drinks versus someone who had 1, etc.

As this year?s crop of incoming players, especially those taken in the first two rounds, celebrate their new circumstances, they need to keep one thing in mind.

Several months from now, there?s a chance they will think those circumstances stink.

Rams running back Isaiah Pead fell right into that category last season, despite being the 50th overall pick in the 2012 draft.? Presumed to be the heir apparent to Steven Jackson, Pead became largely forgotten last year, sliding behind seventh-rounder Daryl Richardson.

?Honestly, I would call it miserable,? Pead said of his rookie season, via the University of Cincinnati official website. ?Miserable life.? Miserable four-five months.?

When the season finally ended, Pead packed up and left.

?I took off and I didn?t come back until it was time to,? Pead said.? ?I just wanted to stay out of this area, I came back for a couple days to pack up then all the memories and walking back into my house by myself, had a couple days by myself, I just needed to get out of that area.?

Pead is partially responsible for his misery.? He didn?t deal well with being demoted behind a guy taken 202 spots later, showing up late for a pair of meetings.

?I was literally fed up with football,? Pead said.? ?Not a quitter, not quitting, I was just tired of football.? Tired of practice for the day and I would just lay there play video games and whatnot because it was so miserable, so stressful.?

With a fresh opportunity coming from the departure of Jackson, Pead is ready to turn the page.

?Whole new era, whole new attitude, whole new team, whole new Pead,? Pead said. ??I?m not going to sit and linger on something, but I am one to not forget about a situation.? I am moving on from last year, last year is last year, but I have not forgot about last year.? I wouldn?t call it revenge, but the chip that I put on my shoulder is just a little bigger.?

He needs to perform more than a little better to erase the head start that Richardson earned in 2012.? While Pead finished with 10 carries for 54 yards, Richardson had 98 carries for 475 yards.

Pead also needs to hope the Rams don?t use one of their high draft picks on a rookie who?ll get a chance to in 2013 that which Pead couldn?t in 2012.

EE's just released its Q1 2013 earnings, giving us a look at its first full quarter with 4G services. The carrier says it's on track to its goal of a million 4G customers by the end of the year, thanks to the addition or migration of 318,000 LTE customers this quarter. Despite those more profitable clients, however, total service revenue (excluding hardware sales) was down 1.5 percent for the period over last quarter, to £1.42 billion. On one hand, the number of 4G additions could be seen as disappointing considering the company's strong marketing push of the service -- though on the other, the company's only just activated numerous regions, making that one million 4G subscriber goal seem more likely than not. We'll just have to wait a bit longer to see if Brits are really in love with LTE's extra zip -- and willing to pay for it.

We joke that Gmail holds the record for the most drawn-out test phase, but Swype comes close: the keyboard replacement has been considered a work in progress on various platforms since before Android devices hit the streets, and well after it started shipping with phones. The developers at Nuance are a little braver as of today, as they're launching Swype 1.5 for Android without any kind of beta label attached -- they really, truly consider it done. Mind you, there won't be a huge difference versus recent betas. The 1.5 update adds a quick shortcut to Dragon Mobile Assistant for those who have it installed, expands Living Language to 20 dialects, adds two new themes and refines both Smart Touch and Smart Reselect.

It's where you can get Swype 1.5 that may be the biggest change. For the first time, Swype is launching as a straightforward Google Play download that should support the same easy installs and upgrades as most Android releases. Unfortunately, that also means a price tag for the store edition. Nuance is charging 99 cents on Google Play for a "limited time" before a price increase, so we'll have to shell out if we want to take the easier path. The beta program remains intact, however -- and when Swype is at least temporarily undercutting SwiftKey on pricing, we'd at least consider spending some cash.

"Catch of the day" for Korea's hungry singles with popular app

SEOUL (Reuters) - South Koreans, who lunch religiously between midday and 1 p.m., can now get an extra treat through a smartphone app that promises to help singles find their one true love.

In a country with the longest working hours among rich industrialised nations, and where 8 million of its 50 million people are thought to be single, the i-um app, which means "to connect", offers detailed profiles and photographs to help match up busy singles.

Subscribers register and submit photographs and personal information.

Then at exactly 12:30 p.m. each day they receive a message through a stylised "lunchbox" showing the match of the day - and if both parties click "okay", they receive the other's name and phone number.

"At 12:30 p.m., the hour and the minute hand make a straight line. That means that both the man and the woman we connect can become one," said Park Hee-eun, who founded the company that developed the app in 2011.

"We (also) chose 12:30 p.m. because it is when people are most relaxed so they can just open the lunch box we deliver in a laid-back manner."

The app now has 800,000 subscribers and Park says that so far, 56 people have successfully found mates.

"App dating was my last-ditch effort, (I was) grabbing at straws," said Lee Ji-sun, a 33-year-old businesswoman who last month married the man she met through the app.

Boston Marathon bombing investigation turns to motive

BOSTON (Reuters) - With the surviving suspect in the Boston Marathon bombings lying seriously wounded in a hospital and unable to speak on Saturday, investigators worked to determine a motive and whether the ethnic Chechen brothers accused of the attack acted alone.

Dzhokhar Tsarnaev, 19, was captured late on Friday after a gunfight with police that ended a daylong manhunt and sent waves of relief and jubilation throughout Boston. His brother, Tamerlan, 26, died on Thursday after a shootout with police.

The younger brother was shot in the throat and could not speak because of injuries to his tongue, said a source close to the investigation. It was unclear when he would be able to talk again or when he would be charged.

"It's serious ... he's not yet able to speak," Massachusetts Governor Deval Patrick told reporters on Saturday. "We have a million questions and those questions need to be answered."

The brothers are suspected of setting off bombs made in pressure cookers and packed with ball bearings and nails at the crowded finish line of Monday's marathon, killing three people and injuring 176.

Life in Boston began to return to normal on Saturday as the Red Sox returned to Fenway Park for the first time since the bombings, paying an emotional tribute to the victims and the first responders before their baseball game.

"When (Tsarnaev) was apprehended and we saw the reactions of everyone in Watertown, I just got online and got two tickets for the game," said Linda Gibbs, 52, from Westborough, Massachusetts. "We just really wanted to be here and to support everyone."

Tsarnaev had been hiding in a boat parked in the backyard of a house in the suburb of Watertown and was captured after a resident spotted blood on the boat and called police. He was being treated at Beth Israel Deaconess Medical Center in Boston.

The FBI believes Tamerlan was the leader of the pair, although investigators were checking on people who had contact with both brothers to see if anyone else was involved, said a senior U.S. law enforcement source.

Early indications are the brothers acted alone, Watertown Police Chief Edward Deveau told CNN on Saturday. "From what I know right now, these two acted together and alone," he said. "But as far as this little ... group, I think we got our guys."

PARENTS SAY SONS FRAMED

The FBI said it interviewed Tamerlan in 2011 at the request of a foreign government - identified by a law enforcement source as Russia - after that country raised concerns that he followed radical Islam. The FBI did not find any "terrorism activity."

Tamerlan traveled to Moscow in January last year and spent six months in the region, a law enforcement source said, but it was unclear what he did while he was there.

President Barack Obama said on Friday after the capture that questions remained from the bombings, including whether the two suspects received any help. Obama has described the bombings an act of terrorism.

Tsarnaev was a student at the University of Massachusetts at Dartmouth and is believed to have been on the college campus on Tuesday, Wednesday and Thursday, said a university official, citing witnesses, swipe cards and security cameras.

The family emigrated to the United States about a decade ago. The brothers spent their early years in a small community of Chechens in the central Asian country of Kyrgyzstan, a mainly Muslim nation of 5.5 million. The family moved in 2001 to Dagestan, a southern Russian province that lies at the heart of a violent Islamist insurgency and where their parents now live.

In separate interviews, the parents of the Tsarnaev brothers said they believed their sons were incapable of carrying out the bombings. Others remembered the brothers as friendly and respectful youths who never stood out or caused alarm.

"Somebody clearly framed them. I don't know who exactly framed them, but they did. They framed them. And they were so cowardly that they shot the boy dead," father Anzor Tsarnaev said in an interview with Reuters in Dagestan's provincial capital, Makhachkala, clasping his head in despair.

Ruslan Tsarni, who said he was an uncle of the brothers, told CNN on Saturday he first noticed a change in Tamerlan Tsarnaev's religious views in 2009. He said the radicalization of his nephew happened "in the streets of Cambridge."

ENEMY COMBATANT?

The bombings prompted contact between the United States and Russia on terrorism and the Kremlin said on Saturday that the presidents of both countries had agreed by telephone to increase cooperation on counterterrorism.

On Saturday, several Republican lawmakers called on Obama to try Tsarnaev as an "enemy combatant" under terms of war, without entitlement to Miranda rights - usually given by police to suspects before they are interrogated so statements can be admissible in court.

Authorities did not read the teenager the Miranda warning.

A Justice Department official said the government was invoking the public safety exception to Miranda to question the suspect extensively about other potential explosive devices or accomplices and to gain critical intelligence.

The Federal Public Defender Office said on Saturday it would represent Tsarnaev once charges were filed.

After combing through a mass of pictures and video from the site in the minutes before the Boston marathon bombing, the FBI publicized pictures of the two men on Thursday and asked the public for help in identifying them.

Just hours later, events began to unfold with the fatal shooting of a police officer on the campus of the Massachusetts Institute of Technology and finally the Watertown firefight, during which police say the brothers threw bombs at officers. Tamerlan suffered fatal wounds, while Dzhokhar escaped on foot.

The hunt for Tsarnaev emptied Boston's streets as the city went into lockdown for most of Friday. Public transportation was suspended and air space restricted. Famous universities, including Harvard and MIT, closed after police told residents to remain at home.

Death toll in Iraq cafe suicide attack rises to 32

BAGHDAD (AP) ? Iraqi police and morgue officials say the death toll in a suicide bombing inside a Baghdad cafe has risen to 32 killed and 65 wounded.

A suicide bomber set off his explosive belt inside the cafe Thursday night. It was packed with young people enjoying water pipes and playing pool.

Police said Friday that some bodies were found in a back street because some people were thrown out of the cafe by the powerful explosion.

All officials spoke on condition of anonymity because they were not authorized to speak to reporters.

Violence has been on the rise ahead of Iraqi provincial elections set for Saturday.

Some 200 Taliban fighters ambushed the soldiers around 5 a.m., attacking the outpost before setting it on fire, The New York Times reports. Every soldier present at the base was killed, making the attack was the deadliest in the region in six months, according to local officials.

The soldiers killed were members of the Army?s Third Battalion, one of only a small number of Afghan Army units rated as fully self-sufficient by the US military. They patrolled a mountainous district on the Pakistani border that serves as a major gateway for insurgents from that country.?

The attack is part of a rising tide of violence in the region as winter thaws, easing passage across the mountainous terrain.

?We know the enemy?s going to come out hard this summer, so the [casualty] numbers are going to go up,? Col. Thomas Collins, a spokesman for the NATO-led military coalition, told the Times.

There has been a steady uptick in the number of Afghan soldiers and police officers killed in recent years as they have grown their ranks and gradually assumed greater responsibility from NATO forces.

In 2012, the Afghan government estimated that some 1,000 soldiers and 1,400 police officers were killed. By the end of the year, a military spokesman estimated that 110 soldiers and 200 policemen were dying every month, the Times reports.

By contrast, 32 NATO soldiers have been killed in the first three months of 2013, according to the monitoring group casualties.?

Currently about 100,000 international troops are based in Afghanistan, including 66,000 from the United States. That number is expected to drop by half by early 2014, with most of the remaining forces moving back into support and training positions.?

Within the next few months, Afghan forces are expected to be responsible for security across the entire country.

A contingent of Australian lawmakers visiting Afghanistan this week praised the ?enormous progress? that Afghan security forces had made toward that goal.?

''The Afghan National Security Forces are bigger than the insurgency, they are significantly more capable, they are better war fighters and they are more well resourced,'' said Member of Parliament Wyatt Roy in an interview with an Australian news site.

But the unstable border between Afghanistan and Pakistan remains a major source of concern for Afghan security. As the Lebanese newspaper Naharnet reports:

At NSA, The Cloud Is About Big Data And Moving Beyond IT

redactedThe National Security Agency (NSA) cloud is about big data and creating unicorns. And it all started when some geeks stole two servers. It makes no sense, according to conventional thinking, but these are unconventional times, and the cloud that NSA built had to be thought through differently, too. NSA’s goal is to unify data and use it to do analysis, said Nathanael Burton, a computer scientist with the security agency in a keynote address today at the OpenStack Summit in Portland. But with its old infrastructure, the data was spread across different systems that did not work together. Today, OpenStack is running across the NSA and has drastically changed the way the agency works with data. So much so that Burton said it is now becoming an advisor across the international intelligence community. The NSA is a government agency, and it can take weeks — even months — to get an idea approved and resources committed. This was squelching innovation or, in Burton’s words, making people wonder, “why bother?” Burton had heard about OpenStack and decided to attend its February 2011 conference in Santa Clara. He came back impassioned and decided to steal two servers instead of going through the arduous process of getting IT approval. (Of course, this was in a lab environment so “stealing” two servers is used loosely.) In two weeks they had a pilot of OpenStack up and running on the Cactus release. “We started to see our first unicorns,” Burton said. Burton said they integrated Puppet and other tools and now can do installations in 20 minutes. The system has been hardened at all layers of the infrastructure. He said “SSL is everywhere.” They created a free tier for people to test it. People started to adopt it. Its applications became apparent. Suddenly there were “lots of unicorns and rainbows.” OpenStack is now in production. They did a silent launch. It has auto-account creation and it’s self-service. The installation pretty much has helped NSA move beyond the complications of going through IT. “Self-provisioning is good because most people at the NSA are introverts,” he said. The system, like many scaled-out infrastructures, is designed for failure, so it will always keep running. A node may fail but the distributed environment keeps running, moving the workload elsewhere. Burton’s keynote illustrated how viable and secure OpenStack is. Yahoo posts flat Q1 revenue on declining display ad sales

SAN FRANCISCO (Reuters) - Yahoo Inc's first quarter revenue fell short of Wall Street targets and its display advertising business experienced declining sales for the second quarter in a row, sending the Internet company's shares down about 4 percent.

Yahoo's stock, which had surged more than 50 percent since Chief Executive Marissa Mayer took the helm in July, fell to $22.90 in after-hours trading on Tuesday.

"People were disappointed by the display advertising because that's Yahoo's key business," said Sameet Sinha, an analyst at B. Riley Caris.

Yahoo also projected net revenue for the second quarter of $1.06 billion to $1.09 billion in a presentation posted on its website after its earnings release on Tuesday. That was below the average analyst expectation of $1.11 billion in second quarter net revenue, according to Thomson Reuters I/B/E/S.

Mayer, a former Google executive, is trying to revitalize Yahoo's business. While Yahoo was once among the Internet industry's most powerful companies, it has lost its appeal among consumers and advertisers to rivals such as Google Inc and Facebook Inc .

Mayer has said that building better online products that entice consumers to spend more time on Yahoo properties, and developing new services for smartphones and other mobile devices, are key to turning the company around.

Net revenue, which excludes fees shared with partner websites, was $1.07 billion in the first quarter, roughly flat from the year-ago period, according to Yahoo.

Yahoo's net revenue was at the low-end of the $1.07 billion to $1.1 billion it forecast in January, in what was the first financial outlook that Yahoo offered since Mayer became CEO. Analysts polled by Thomson Reuters I/B/E/S on average expected net revenue of $1.1 billion.

Yahoo said it earned $390 million, or 35 cents a share in the first three months of the year, compared to $286 million, or 23 cents in first quarter of 2012.

Revenue from display ads fell 11 percent year-on-year, excluding certain items. Search advertising revenue rose 6 percent year-on-year on an adjusted basis.
